The targets who will be able to move in Korea Water Cluster are the following companies, organizations that want to research and develop water industry technology.
- ①Company that can lead or support in-housed companies in the Korea Water Cluster as a small and medium enterprise that is in accordance with the 「Framework Act on Small and Medium Enterprises」 or a more than midsize company.
- ②Foreign research institutes established primarily for R&D and technology transfer in cooperation with domestic organizations or enterprises.
- ③Research institutes that are in accordance with 「Specific Research Institute Support Act」
- ④Government-Funded Research Institutions that are in accordance with the 「Act on The Establishment, Operation and Fostering of Government-Funded Research Institutions」 or Government-Funded Science and technology research institutions that are in accordance with 「Act on The Establishment, Operation and Fostering of Government-Funded Science and Technology Research Institutions」
- ⑤The company-affiliated R&D institutions which always secures research personnel for the water sector under Article 14 Clause 1-2 of 「Basic Research Promotion and Technology Development Support Act」
- ⑥Enterprises leading the water industry
- ⑦Institutions, organizations or enterprises prescribed in Article 20 of the Presidential Decree
- ⑧Institutions, organizations or enterprises recognized by other directors of operations

When a company possesses promising technologies in the water sector pursuant to Article 2 Clause 1 of 「Act on Special Measures for the Promotion of Venture Business」, the Director of Operations may set and operate the 'Venture Incubator Operating Instructions’ separately.
